Absolutely agree with Maria on this. One of the strategy to convince your client could be
1) asking for people who will be ready to take responsibility when such kind of situation occurs. My personal experience says, users generally roll-back their requirement when responsibility comes in picture for cost matters ( Unless there are clear instructions from management)
2) You can tell them both requirements are bisecting each other ( release strategy & Change of component) are bisecting each other & leading to no sanctity of business process in terms of adherence to approval process.
If still not convinced, then you have many options suggested in this thread.
